Baly has been a leader in the Houston region’s business and policy communities for more than two decades. She began her career as a city and regional planner for numerous entities, then served as a gubernatorial appointee on water and wastewater issues and most recently served as Mayor Pro Tem for the City of Sugar Land. Baly is also a co-host of FOX 26 KRIV’s The RoundUP which airs every Sunday morning, 6-8 a.m.
Rice, a Fort Bend ISD trustee and former board president, has been a resident of Sugar Land since 1981 and is the president of Rice & Gardner Consultants, an engineering and construction management firm. Jim is an active member of the Boy Scouts of America and is currently serving on the Sam Houston Area Council Board of Directors. He has extensive experience working directly with youth in the Boy Scouts and church, and all three of his sons are Eagle Scouts.
Marcell is the National Director Public Affairs Director for Group 1 Automotive, a Houston-based Fortune 500 firm (NYSE: GPI) and is one of the nation’s largest auto retailers. In the industry his honors include election to the Board of the Texas Automobile Dealers Association and being elected a Trustee of the NADA PAC (DEAC), the nation’s fifth largest. He has served on several boards in Fort Bend County, including President of the Fort Bend Chamber of Commerce.
Phillips is the Associate Provost, Outreach and Community Engagement for the University of Houston is responsible for establishing and managing cooperative relationships with external constituencies, institutions, businesses/corporations, organizations, foundations and other entities in the greater Fort Bend County region.
